There's no solid proof that this is a scam but I'll have to agree that this really doesn't feel right lol, you should probably just ignore him and exchange with a more reputable exchanger.
If he's scamming it's kinda weird that he's asking for PayPal (which is reversable) though and not for BTC.
Obvious scam. Include his UID in your thread title to make it easier to find for others.
