Meaning that when those objectives are met, the war will end. That, or the war will end when the human cost outweighs the gains. Anger and hatred are only tools to tilt a war in your favor. I'm not interested in those emotions. So I wouldn't hate anyone just because they're Martian.

Alright since its been 24 hours I'll reveal the answer. ℛainbowℋℯȵȶᴀį was close when PM'd me some possible answers (doesn't count though since it wasn't in the thread) but couldn't post here due to his internet issues. The quote is from the main character Godo ~20 minutes into the film Hi no Tori 2772 (actually a decent film for its time). Its a spinoff of Tezuka's original manga Hi no Tori that was never finished due to his untimely death.
