Well the IMEI is largely used for marking a phone as stolen, so you could call the provider or whatever company sold the phone in the first place (Apple; amazon) and say it was stolen. Could also file a police report

Why the fuck would he report the phone as stolen?

Some companies require you to file a police report to ensure that you're not bullshitting around, the police report is there to help speed up the process.

Assuming that the police follow up on this?

Most likely scenario is the phone is blacklisted in a pool of millions of others and OP is forever shit out of luck without using s deblacklister service AND an unlocking service to use on different carrier.

By the way you shouldn't need access to original account for unlock, just call T-Mobile and as long as the phone was paid off and the previous account owner isn't in bad standing with T-Mobile then they should help. I have don't this with Verizon years ago before their phones came preunlocked

There is always a chance that the police follow up on this, but in all likelihood, unless the person had a clear idea of who stole it or had the right tools, it'll probably be forgotten about. One clear example I can think of is the fact that depending on some purchases, Amazon requires a police report to investigate further if the details are fishy.
