I have always wanted Minecraft cape, but most of them have crazy stipulations to them. Does anyone know of a way that I could get a cape fairly easily now? Otherwise, could I have some user prices for capes?

Optifine capes, if you donate to optifine they allow you to wear a cape which is visible to other optimize users and yourself
