Would this work for example my personal / business paypal has been permanently blocked/limited and now they chain ban my accounts.

Will this help me get started using my own personal name? But attaching new cards (Have used up all forms of ID so would have to reuse or find a way around that)

1. Yes, it would help.
2. If your name is in the black list, you will have to contact support about this. Chances are slim though, make sure you have an 100% legit service going on before contacting them.
