Is 6% CPU usage IDLE normal?

Hi,
On this PC with an i5 8400, I get around 6% CPU usage on idle. However on my other PCs, such as virtual machines and old laptops such as the one with a Celeon N2840, the usage is 1-2%. I can never understand how this happens because I set them up in almost the same way.
No it's not normal. You most likely have superfetch on as well as it might be downloading windows updates in the background.
Windows is indexing. Turn it off.

This is what my task manager looks like, CPU usage first.

I was just asking because by low end laptop has 1-2% idle whereas mine never goes below 4.
pretty normal for those specs tbh, after all its an i5 not an i9 or i7 massive difference.

Disable all startup programs via taskmanager and msconfig

Seems to be a combination of Steam, Utorrent, Emby, and Parsec. My CPU only goes to 1% usage after I kill all of them. Otherwise I get like 3/4%.
