(A) sounds like a job for the police. if you dont want to do that, (B) complain to the manager, if that's not up your alley © you could just beat some ass. Although it sounds like you wouldn't be able to rip the wings off a fly, so you should go with A or B.

blackmail their landlord until he forces them to move out
maybe cut the power or a Power Outage? :D
Never complain to neighbors who play loud music. It will embolden them and give them a target. People who play loud music to annoy people are the worst kind of people. If you would have just called the police they would have been paranoid about who did it instead of learning from their mistakes and being a good neighbor. They would hold a grudge against random people thinking it was them who called the police instead of take consequences for their own actions and own up to their mistakes. I hate people who play loud music btw. They want attention and most of the time they are druggies.
Hack through their network and close their Spotify app whenever they open it.
Wait until they go to church or something and break in and ether steal or break all their equipment
Remember to put a sock over your shoe so you don't leave foot prints

Well, I mean, if you have access to close Spotify, you'll be able to close anything else on their PC. Or if they play music through a Hi-Fi system, just cut their power violently until their electronics get burned.

PS. @OP don't do that last one.

When I was a beta skid a couple year ago, I was turning off the projector in the amphitheater through my phone until the lamp died at some point. Guess who didn't take that lecture.

I know it was stupid and I'm really ashamed of me but I did it. Sad.

Try to bruteforce their WiFi network. Once successful try to see if you can login to their router configuration page. If you can do that, then you can add firewall rules to block website such as youtube, spotify, etc and they wont be able to stream it again
Taking over the router is probably easiest and fastest way.
You could try sending deauth packets to his network, disabling him.
