The chance of a bull run right now are high since the momentum if BTC right now is a lot faster than the previous year BULL run which was in 2017. If you just do some simple tech analysis you can see that the time that took BTC to go from 4000$ to 8000$ in 2017 was about 91 days and now in 2019 this took only 41 days. I believe this means that if the next bull run happens it will be much faster and will go past that 20k ATH easily
