Why is it against the rules to buy a verified paypal account?

So yeah, I just wonder why it is against the HF rules to buy a verified PayPal account, and how much does a verified Paypal account cost on the market where it is allowed to buy one.
Because that's the rule. HF does not allow fraud. You cannot ask for a price appraisal on something that cannot be sold on HF.
Seems silly from a 'Hacking' forum, but presumably because it's fraudulent. HF doesn't want to be held liable for fraud cases... which makes a lot of sense.

It's probably not allowed to be discussed period, so I'd be careful with this post!
But let's say that PayPal limited my account for a stupid reason, how can it be considered as fraud if I buy a verified account just to use it for my own business?

Buying an account with someone else's information is identity theft and thus fraudulent.

Because it is against PayPal terms of service and often times people purchase the accounts to commit fraud.

Even though the person is okay with it?

Yes it is still illegal under US laws. Know Your Customer laws require valid personal information attached to any financial accounts.
