Usually the trick is to pay more than what the government is asking. In essence, at the end of the year it's almost like a savings account. Except it's bad because you get no interest rates on it. That money was always yours in the first place.

10x1mg pills, packed in boxes of 60 each. I think, but I'm not sure that the total amount of xanax depicted in that picture would be 180mg. Some might be missing already but I probably don't remember 😏
