To preface this question, I am a beginner at hacking and am just learning the ropes. I am confident in my knowledge about RATs at the moment, but only have an Android phone to work with.

Are there any RATs that can be accessed on the attacker's side from an Android? As in, can I use my Android to actually view the victims of the RAT and do the actual remote accessing from my phone? I see many RATs that the victim can install on their Android but I'm interested in a RAT that I can use on Android from the admin side.

If so, are there any programs I would need to get on my phone in order to use said RAT?

Yes, and this adds nothing to the table. It literally says "PC" in the title of that RAT, and OP clearly specified he doesn't have one.
