User keeps claiming that he is going to deliver but never does. I asked for a refund and hes just ignoring me.

He last responded to me on the 8th.

Apparently not replying to this user within 1 hour is considered "unresponsive". First let me start by quoting some stuff, my VPS is down for 48 hours which means I have NO control over anything until it's backup. Secondly I hold the right to stop this service anytime and I did not guarantee to you that they will be online FOREVER. They will be online for the LIFETIME of this SERVICE. So it's not your LIFETIME, it's the LIFETIME of the service.
