If I was uber I might has well just give them a +3 unless you're repping a lot of people in short amount of time. +2 rep will let you rep more people.

Yeah, it's more common for me to give a -1 or -2 than a +2.

I have not given a neutral reputation out in years. Most neutral reputations I left back in the day are because there was issue that was resolved.
