He said he can't do it with the current full design, that doesn't mean he can't change some elements of the design to reduce the file size.

The user Harlem made it for me years ago back in 2013, been wearing the avatar and sig combo ever since. We got inspiration for the design from when the old official group Complexity we were in together switched over to its modern theme userbar. I have a few different variations of it as well.
