So some guy gave me a -1 rating never interacted with him so i try to give him one back and i can't I'm able to give him a positive but not a negative how is this possible? It gives me this "Your group is not allowed to give negative popularity ratings." I am able to neg rep anyone else just not him?

Yep just checked weird I was able to do neg rating a couple days ago
That's because you can give positive and neutral popularity ratings only. To give negative ratings, you need to upgrade to Ub3r.

L33T can only give +1 or a neutral rep and not a negative one although it does show -1.

That's not possible because as a L33t I was never able to hand out a negative. You can hand neutral reputations though. Ub3rs can give upto -3 reputations point. You need upgrade for that.

It was always like that. I've been L33t for 3 years and got Ub3r 3 days ago.
