Isn't that a system optimizer/anti virus?

Seems to be some kind of adware/malware so try to either use malwarebytes to remove it from your computer or completly reset it by installing windows 10 again.

Either way, this program seems to be shady af.

If reformatting doesn't work then just throw the drive away and get a new one (usually recommended when getting a 2nd hand laptop).
You bought a new laptop? You should definitely reformat and reinstall before using it. If you have Windows 10, reinstalling is a fairly easy task. --> https://www.youtube.com/watch?v=OtHZueEZe9s

Don't get help via Teamviewer from people you don't know personally. They might just screw you up even more.
Hello buddy,

Yeah, when you buy an used laptop you should definitely reset it to avoid any weird issue, furthermore there could be mode dangerous malware, such as FUD rat hidden.

Segurazo is often identified by Malwarebytes and can be easily removed, however if you still need help and don't want to restore your computer (even if I highly recommend it) let me know.

Some weeks ago I opened a thread to know if offering help to members through Teamviewer could be interesting : https://hackforums.net/showthread.php?tid=6064677

Sorry, just to confirm. You've reinstalled Windows? As in, you've booted to the Windows Installation media, wiped your drive and installed to it? I find that hard to believe.

If you actually have already done this then there is only 3 possibilities,
1. You have more than one drive on your computer (E.g. you're reinstalling Windows on an SSD but you also have a HDD on the laptop which you're not wiping and this HDD has malware on it)
2. There is another compromised device on your network which malware is spreading from (your laptop is being reinfected after the wipe)
3. You have a rootkit embedded somewhere on your system which isn't the HDD or SSD (E.g. a ROM chip on the mobo).
re-installed windows, seems fixed now. Thanks guys.
