Are we allowed to do this as long as it doesn't contain carding or is it just 100% not allowed altogether?

Once again not trying to ruin his hustle, just asking for my own sake.

If you are allowed to sell blackhat methods, what are the limitations as to what is not allowed besides the obvious carding?

Just because someone says it's blackhat, doesn't mean it's blackhat. Sellers try to market and lie their teeth out in favor of getting sales.

That being said, you cannot sell anything that's related to Disallowed BlackHat Activity

It doesn't matter what you write on your sales thread - grey, white, black or pink hat, it cannot violate DBA or any other forum policy.

All stickies must comply with all HF policies so it doesn't matter for what forum you purchase a sticky. It says on the buy sticky page...
