Specs:
Processor: Intel® Core i7-10750H CPU @ 2.60GHz, 2592 Mhz, 6 Core(s), 12 Logical Processor(s)
GPU: NVIDIA GeForce RTX 3070 Laptop GPU MAX-Q 8GB
16 GB ram
144 hz Display Screen
Problem:
For example i do benchmark to test me gpu performance while doing test me gpu usage is 99% and cpu 99% and i get high fps.
But when i start a game for example "RUST" me gpu/cpu usage is only going around 20% 40% and i get low FPS.
What i have tried:
Updated all computer drivers including BIOS from intel official websites using official program to scan missing drivers.
Uninstall Video Drivers using Safe Mode and installing again.
Re-Installing game.
Already Disabled HPET
Battery Mode is set on max performance.
Tried to set game on HIGH priority.
Tried Razer Cortex.
Tried overclock GPU using MSI Afterburner [ BUT SADLY THIS LAPTOP GPU DOESNT ALLOW CHANGE CORE VOLTAGE ]
Tried to put game in Windows Gaming tab where u select max performance for specified game.
Nvidia Control Panel settings is on max performance.
All battery saving features are disabled.
Bios doesn't have advanced features so can't do much but already tried to disable/enable every available feature.
If someone can help me to fix that i am ablle to pay 50 euros no problem.
He is struggling to exchange 0.03 XMR & you can think he will pya you 50€ , beware 👍

What laptop is it? Are you doing all this on or off wall power or both?
What sort of temperatures are you getting? Is it an immediate loss of performance or gradual? Some laptops have very abrupt power limiters when it comes to thermal throttling.
What FPS are you getting? You need to also understand a benchmark is designed to ramp up your GPU and CPU to 100% a game will only use what it can so it is possible you're just running poorly optimised game settings and games. Your GPU won't run at 100% to make it run faster it'll run at 100% if it NEEDS to - same as your CPU.

So there is no way to increase usage %

If you read my post it can be a number if reasons why. The % is just telling you how much is being used. Your GPU won't use more than it needs to.
Could you provide some information on the questions I asked, what laptop it is etc etc etc
Benchmarks and Crypto mining push your GPU to the absolute limit whereas other applications only use what they need. Especially older games simply don't require as much processing power to render a scene. You should check the game's graphics settings as well, many games set a limit of 60 or even 30 fps unless you turn it off.

Sounds like nothing is wrong. The RTX 3070 Max Q variant is likely performing exactly as it is meant to. Disable all power saving features in Windows and set your power plan to maximum performance.

Already did all performance costumization watched all videos in youtube. but usage is going from 20% to 50% seems like this card can do 2x times more as nothing.
Cpu usage is low as well. Temperatures is low as well not even fans turning on 70% after hour playing.
I understand that game is not optimized but There must be way to increase usage.
maybe RAM delayed try to enable XMR in bios

What os are you using? -I assume win10 and that you haven't done a clean install of it
Your laptop doesn't have a problem, it's the Unity Engine that has a problem.
If your bios has the options, it's been said actually disabling hyperthreading (ikr, wtf?) and only having 4 cores active somehow helps.
Would be suggesting the complete opposite for a title on literally any other game engine.
