Use web hosting packages or buy a vps or dedicated server.

Install the LAMP stack on the server, and simply drop the files on the webhost, setup the db and away you go

Easiest way.

I would agree with this. You said you wanted a method besides VPS or Port Forwarding but there needs to be some connection to the outside world. So you either need to port forward or you need something which is olready connected and has those ports open E.G a VPS. You could also look at setting it up via TOR but you can dig down that rabbit hole.
You can always host the http botnet on a webhost. You would need to find a webhost that didn’t ban for hosting an http botnet. If you want to shoot me a pm I can direct you to a few good hosting sites.
Never host a botnet on your home connection.

i was wondering something like ngrock would work with xampp but i wasnt sure if the connection to the ngrock server changes everytime we start it again then losing connections to all of the clients
