No, you cannot upgrade the ram on the cards they are soldered on to the board. Not familiar with the pric es now a days but im sure you can get close to a 3060 for that kind of price.

Listed at $736.88 for me. A few 3060s in the 550-600 range but that's the best that I'm getting.
