In theory, yes. In practice, you will be contacted only by scammers.
You would need a banking trojan which are being sold mostly on carding forums.

You create a QR code pointing to the malicious RAT APK for the phone.

With any luck (and serious luck) they will download and install the software providing access to the phone

basically there is no-one, only banking trojans that you can rent on carding forums for 3-5k a month

there are some open-source rats for android such as androspy but doesn't work properly.

You really have to go deep to find a decent Android botnet, that won't set your wallet on fire. That being said, it looks like you're searching for an Android RAT. Usually botnets are to control a large amount of clients, RAT's allow for more client-specific functions which is why I believe buying an Android RAT is best for you.

Seriously do not run a RAT using IP address, use dynamic DNS instead and host your rat on RDP.

For port you may use any port number
