Have you considered swapping it to BTC and cashing out via Bisq? Can sell right to cash via their escrow; just an idea. Avoids KYC entirely.

Very small amount, if he is looking to cash out $9.5k that's the best route imo. Just do cash-by-mail and call it a day.

Well, but many of cashouters there had KYC/AML related problems. It has been pretty good back in the days now, little oversaturated imo and many problems. At least that's what I know from people in Prague and so on.
