Indirect Syscalls can be detected, Don't expect EDR/XDR to get bypassed.
A loader won't give you functions as File Manager, Shutdown/Restart, It would depend on your PIC shc or Implant.
The loader cannot be multi-platform.

You can achieve the remote process injection via Process doppelganging on windows which is pausing existing ntfs process transactions, rewriting the data, and resuming the trx. Most loaders, private or public, won't have this built in because of dynamic variables that are ever changing.
As far as dll hijacking I would recommend finding a vulnerable driver rather than hijacking existing process .dlls because of recent ntdll anti-hooking updates.

Removing kernel callbacks using driver, yeah that's good choice if you've a undetected UAC bypass/exploit.

I know a developer that does C/C++/asm and rust he use to be on here name notkover but in my telegram he's active tho he might give you a quote on what your looking for ???

2k$ very less I doubt that you can bypass all AV/EDR/XDR, you will probably able to bypass some selective Security solutions.
