Permanent Instagram ban is a thing of the past. Unless the account actually goes against the guidelines and has a bunch of violations already, it's a high probability they will get the account back. That's just the reality of the Instagram right now. Is it worth it? It's really up to you!

Not permanently, as they will manually check the account when the user appeals it. The only way it will be permanently removed is if it already violates the guidelines. Don't let anyone lie and try and scam you into thinking they can.
