Hello there, I just got done learning C# from Bro-Code, and my goal is to make tools and malware development.
But I don't know where to start? What project I should create? Where to start?
What have you already built with C#? My recommendation is to keep building bigger and bigger projects to really understand .NET and C# as a whole. You should also look to other similar programs you're interested in building on github. Take a look at the code, make your own pull request to add on to it, etc...
You're not going to be building malware right off the bat just saying. Just because you took a course on how to learn a certain language doesn't automatically mean you now know the language fluently and can build anything. Keep learning, keep coding, and keep building those skills up.

That's a great start. Maybe try and build a text based adventure game next using if statements. Build something that utilizes looping so you can better understand how it works in your programs. Do things like that and be consistent coding everyday.
For the malware you're interested in, look at the open source ones on github. Are you interested in building a RAT, a miner, etc...?
Best of luck to you ✌
Just a coding language will not be enough for malware development, you also need to study OS and kernel fundamentals in depth

I built text based asventure game on c# about island, you only have one red door and you have to choose button color
white, black, green, brown, purple.
Your goal open one those button colors to find that treasures!
if you pick wrong button color you going get killed by
snakes, spiders, rats, bats. if you get attacked by those the game going end and you got to start back over!
Dont write malware in C# its a very shit language to protect when compaired to languages like C/C++. When you have a confident understanding of C# learn C++ and get good with hooking, networking etc

For me I obviously like python. Scripting languages to me are just easier. That is why I have been getting into c#. Python is great for automation. My problem is when it isnt scripting, I would get confused. Using classes for this, different ones for that, then added a gui. It was just to much for me at the start of my coding journey. I had to take it all in pieces. Learning from older source codes and realizing how certain aspects of code work.

Right now learning python basics on learnpython.org, Thank you bro
once you learned the base it go fast after. Thing is malware aint just about skillz. c# is my favorite language but for malware and things its too elevated(os dependencies) go with low level language as c++.
A really good way to learn very fast with c# is starting with winform app. its so easy and intuitive and the fact that it have a drag and drop designer will make you feel you made something really good.
good luck
