If you wanna look at it that simply sure. I'm pretty sure cocaine has a higher dependence potential, it's illegal which means its not regulated, which means while somewhat uncommon you can absolutely get the beautiful fentanyl death.

Pretty much any drug taken in the right dosages is "safe", that doesn't make them all alike.
