zmap says it can scan the entire internet but it needs an ip?? and then proceeds to only scan that ip?? i dont get it, thats not the whole internet at all.

i read about how some researchers did some scan to chart power outages during a hurricane, so did they just type out every ip they know about?

i just want something to sweep the web, the whole thing, as advertised

Have you tried 0.0.0.0/0? You know that's going to take an extremely long time and give a ton of results, right? Plus, it's not actually the entire Internet.
