Okay so I paid 200 in btc for a dox out in Australia. I already gave the guy the clients name, address, partial number, partial email. Honestly I just wanted the full number from the partial number I had. I paid 70% up front and then he tells me itll be complete within 96hrs. Once we hit the 96 hr mark he says its ready and that I had to send the rest of the money so he can get a tool from a merchant to "decrypt" it. So all the money is sent, he messages me yesterday morning asking where I wanted the info sent. Like dude just send the info where youre talking to me now (we were on telegram btw). So when I responded to him he never replied till later telling me he wasnt at his desk and that everything was done. If everything was done you shouldve sent me everything earlier. This guy finally send the dox this morning and its a different number. I asked him to get me as much numbers as he could find but wheres the partial number I had on file? His dox didnt even have the age or dob either. How is that worth $200 and a week of waiting?

You sent $200 basically upfront( since you ended up paying him the other 30% before ever receiving anything), to a user that just joined in April, and has no previous business transactions on the site. For a HF member that's been on here since 2016, one would think you would of used a MM for the deal, to ensure that you were actually getting what you were looking for.
From what you described, it sounds like he gathered as much information he could using free resources, and charged you $200 for it. Best you can do is ask for a refund, which I highly doubt he's going to give you. Next time, please use a MiddleMan for future business deals.

I asked for a refund or at least get the complete phone number that I need. I dont know what I was thinking

Actually i think he didn't, he took the cash and will exit scam , didn't even do any effort i think

He said that he gave him something, just not everything he was expecting.. so it sounds like he did try and give him something, in hopes that he would just accept that, and keep it moving. But once OP stated he wasn't satisfied with what he gave him, that's likely what made him decide to keep it moving. If he could of gotten away with handing him over the information from the free websites, for the $200.. he certainly would of.
Just another bum, that rather play around with other peoples money.. rather then getting a job, or a proper hustle.
