programs have callbacks, so you can generate a licensed copy that matches 1 user signup and then know if they ran it or not based on whether the program (in runtime) connects to the server

It just depends on how people set things up, not sure. Some programs are offline programs, some programs connect. There's no requirement to force a program to track your IP or use licensing or another identification system.
