Very funny but DramaKing is right. Lol. You can just plainly add on Facebook and socialize with your target to gather information instead of doing illegal. But you know there is a tool called TheHarvester which can take advantage how search engines are used, just study how it works and you are good to go.

You could make a website and get them to accept use HTML5 to get exact location, which will give you exact location.
