It's AES-GCM unencrypted text has 19 chars data. It's a ciphertext. I need cipherkey.

I can raise budget to $500 per hash. But i believe key is same for all 4 hashes

You will not open this crypt. Its a mathematical fact. You can raise it to 10 million you will not see any ordinary user crack this.
Its not about effort or money, after checking your crypt I will tell you it will no be decrypted.

there is no known attack better than brute force, and brute force is 2^128 or 2^256 operations. That's ~340,000,000,000,000,000,000,000,000,000,000 key guesses; money wont help u here. u need a time machine.

Plus, it's not even two blocks long, which may give some trouble in trying to check if the key has been successfully recovered and if there was a cracking tool that could crack this hash. Maybe GitHub would have some conceptual Python tool or something.
