This will be a quick guide on how to setup a PA system in your car so that you can address the public while driving/yell at people/get arrested for impersonating the police. All of the items in this guide can be purchased online or at different locations in your city. Really quick here's a video of a PA system similar to this setup that I am explaining.

Your Horn
Firstly you'll need a Horn, or a Powerhorn/PA, whatever you like to call them. There's only 2 that I suggest, and it depends on how loud you want to go.
There's a 50 Watt horn for $17 here.

and there's a 100 Watt horn for $40 (quite larger) here

Contrary to popular belief, you do not need to amp any of these horns up, a simple 12 volts going through your CB radio is plenty to get these horns screaming.
Placing your Horn
In my case I drive a 2007 Mustang, and found a tight spot in front of my front left tire. Sound wise, the horn is going to be loud regardless of which way you point it. If you have enough room between your grill and radiator I suggest putting the horn there, facing forward. Once you've found your ideal spot, zip tie the hell out of it to anything you can. If you want to be more careful add in a few clothes hangers.
Your CB Radio
Really any CB Radio with a PA option and a microphone is what we want, so the cheapest one works fine. The cheapest one I could find is $29 here, but I know at pawn stores you can buy a nice stolen one a lot cheaper. Most come with mounts for putting anywhere you would like in your car, but I just got some velcro and put it behind the passenger seat.
Powering your CB Radio/PA
Now there are 2 ways to power up your CB Radio which will in turn power your horn (we'll get to that in a minute).
The first option, which is the easiest, is to get a cigarette lighter plug with leads made for 12V here ($4).
The second option, is if you already have a sound system in your car, is to put your CB positive up to the 12 volt on your amp, and the negative on the negative (this is what I did, but I already had an amp for my 2 10"s). You could also just wire the CB radio straight to the battery.
Note: By doing this, this means if you leave your CB Radio on by mistake your battery will most likely die.
Now that your CB Radio has power, we need to hook the PA horn to the CB Radio
On the back of the CB Radio will be a PA slot, which is similar to a headphone jack. From here you can either get some old headphones you don't need anymore, cut the main wire and locate the positive and negative wires, or you can buy a 1/8" plug from Radioshack($4) or your local electronics/audio store. From there I electric taped speaker wire to the positive negative, and then ran the speaker wire all the way to where my PA horn was, and then electric taped the speaker wire to the PA horn's positive and negative wires. It's up to you with hiding your wires, or just leaving them open, make sure you use electric tape or connectors on all of your connections.
Finishing up
Holding the microphone over a speaker does allow your music to play over your horn but can be scratchy. If you want to be more creative you could wire another PA horn to your radio and install a switch so you could play your radio over a horn.
Having a PA system in your car can be fun, but impersonating a police is a felony in most places, so don't be dumb.
