Before I begin, I would like to mention that this tutorial is brought to you by Customize Forums - Where Imagination Becomes Reality.
Step #1 - No steps are needed!
Tap the "settings" button or icon on your iPhone. Once you are in the settings interface, once that is open, tap the "general" button icon. Now tap the "network" icon and select the "personal hotspot" option. Tap the "Turn on Wi-Fi" button, now enter your password for your Wi-Fi hotspot. This is the password that other devices will have to enter to connect to your iPhone hotspot. You may select either Wi-Fi or USB for the hotspot connection.
Congratulations, you have now set up a Wi-Fi hotspot on your iPhone.
I hope you enjoyed this tutorial, proudly supported by Customize Forums.
You have to have a tethering plan for this to work normally.
Or else you have to jailbreak and install tetherme.
You could also do this with MyWi 4.0 and PDAnet which helps hide your tethering. But with iOS 5 beta 1-3 there is a new feature that allows tethering like Anthony said

This feature has been around since 4.3. You have to pay for a tethering plan or use tetherme for this tutorial to work. I much rather like mywi.
Yeah, but it's just easier to do it this way.
I never knew Anthony because im running 4.2.8 :P. Damn apple and not updating Verizon -.-. Also emily, MyWi makes it without having to pay for a tethering plan

You can't do it that way unless you pay for a tethering plan.

No, it works as long as you have a 3G network on your iPhone.
I've already tried this and it says I have to contact my provider when I turn it on (not using MyWi and don't have a tethering plan).

No, the 3G is meant for you.

Verizon also does the same thing.
AT&T's TOS on Tethering
Code Tethering is a wireless or wired method in which your AT&T mobile device is used as a modem or router to provide a Internet Access connection to other devices, such as laptops, netbooks, tablets, smartphones, other phones, USB modems, network routers, mobile hotspots, media players, gaming consoles, and other data-capable devices. AT&T data plans with tethering enabled may be used for tethering your AT&T Mobile device to other devices. If you are on a data plan that does not include a monthly megabyte allowance and additional data usage rates, you agree that AT&T has the right to impose additional charges if you use more than 5 GB in a month; prior to the imposition of any additional charges, AT&T shall provide you with notice and you shall have the right to terminate your Service (early termination charges may apply).
Alternative for Jailbreakers:
Download MyWi (pay for it, support the creator!) or get a free one called PdaNET.
Yeah Mywi is a very good alternative inspite of you must pay to get it. This app is worth it.
PDAnet is ok also; since it helps in hiding the tethering. MyWi uses the same tethering just like the Personal Hotspot making it vulnerable for companies to notice the tethering
