Are you asking for a how-to on how to create one? Or asking someone to create one for you?
If you are looking for someone to create one for you then check me out here: http://inspired-dev.co.uk

was mainly asking for a how-to on how to create one but
i would also pay for it if it would be done for me like now because i need it fast

I really hope to see a tutorial on this, php has interested me for a while and i think that a CMS would be a great first project.

I can do it for you $20. Login system would use MySQL or textbased.
