Eh, L33ts cannot upgrade others to Ub3r, only Ub3r can upgrade L33Ts to Ub3r, and also I found a mistake in your thread:

Why do you deserve it? I have been an active member of this forum for about 3 years now and plan on being here for a long time! I visit this forum everyday for at least a few hours but normally longer. All I do is try to help people as much as I can regardless of post count, rep etc. Lately I have been helping out people via teamviewer with their rats/keyloggers etc. I would like an upgrade so I could control my own threads and have increased pm space.
Are you well known? Why? I wouldn't really say well know. But I think people may recognize me from the beginners section because that is where I am most active.
How do you contribute to HF? By always helping members out, my reputation shows that people have been happy with me.

Why do you deserve it? I think that I'm HQ member and I help to many member in graphic section, before I was helping members to decrypt hashes, I was helping in rat section and in hacking tools section. I made some posts in coding section and I made tutorial there.
Are you well known? Why? I don't know. I think that I am. I made signatures, avatars and etc. for members in graphic section. As I said I was decrypting hashes so some members may remember me from there.

Because I'm funny as fuck, and have been here a while. I've been planning on buying l33t, but having my PayPal closed didn't help that cause.

I used to be in the RAT section almost every day, but I've retired to White hat. Now it's mostly the lounge, and I think that a fair amount of people would at least recognize the name.

With Lol's. I've helped a few people individually with RAT problems, and given out a eWhore pack. Not gonna blow smoke up my ass because I haven't explicitly given that much.

Why do you deserve it?: Because I'm tired of everyone saying that l33ts and ub3rs always get stuff then everyone else then when regular members all so contribute to this forum and should treat everyone the same and if i become a l33t it would only be for the ability's but also to treat everyone else with respect.

Why do you deserve it? I think I'm a rather HQ-member and I love to help other people with their coding problems. I have released some free themes and other programs on HF, but unfortunately I cannot edit my old threads (for updates) because I'm just a regular member. I have been an active member on HF for quite a while already as well.
Are you well known? Why? I'm a pretty well-known designer. If someone asks about themes, there's most of the time people referring to my themes. I'm very thankful for that :)
I think I'm known because I make themes and give some of them away for free rather than asking a lot of money for it.
