This will explain how to set up a website so as to trick pedos into thinking they are going to be getting some CP from your site, only to have you RAT/Keylog them instead.
1.
Download and install a good free webserver package. I recommend Xampp/Appache.
2.
Make a website that seems to cater to pedos, but DON'T actually host any CP on it (you can legally use pics of underage girls in Bikini's though, as that will be convincing to most pedos that the site really has CP, making them think that if only they click on the next link they'd find some some real CP; just make sure that the girls are just standing their in their bikinis, and not in some "erotic" pose, as some jurisdictions would consider it CP if they are in an "erotic" pose, which would make YOU a criminal; but other than that it's pretty easy to find pics of girls in bikini's on the net, including underage girls, just don't end up on a real CP site by accident when looking for pics of girls in bikinis to download to put on your site; if you are in a jurisdiction with strict CP law though, for your safety you can download anime pics of underage girls naked or in bikinis, as cartoons alone won't get you busted for CP unless you are in Canada, the UK, or Australia, or a few other countries, but it is definitely legal currently in the US and Japan, and the naked or bikini clad anime girls will likely be enough to titillate pedos and convince them that the site has real CP, especially if you have accompanying text claiming that there is real CP on the site if only the person were to click on the next link).

Have a link on your site that claims to go to a CP video on your site, but instead have it go to a page that claims it's missing a plugin needed to play the video, and have that page also have a link that claims to be the link to download the plugin.

Have that link that claims to download a browser plugin really be a link to a copy of the "victim's" end of a RAT or Keylogger (such as Bifrost, Spynet, or Darkcomet). Your malware should (prior to posting on your site) should be configured to be persistent, attempt to disable AV softwares if it has that option, and be as invisible as possible (set the settings for maximum stealthyness), and make sure it is configured to autostart at bootup using all of the autostart methods it supports. In effect you want to make it as close to unremovable as possible. Also configure it to display an error message like "I'm sorry but the video player plugin is incompatible with your browser." He won't be alerted to the fact he's just been infected, and he'll think it really was a plugin. Also make sure that you do NOT set it to "melt" the exe file (delete itself after it has made a copy of itself in another directory), as that is VERY suspicous behavior. Also don't nececarilly set to rootkit mode (some offer this feature but also say that it is more likely to not work, because this hightech technique has more ways to fail, which would be counterproductive, especially since you've already made it so hard to detect).

Make sure that text next to the link for this download says something like "Please disable your antivirus software prior to downloading. This plugin will likely be mistakenly identified as malware", or "Please set the exceptions in your antivirus software to allow Bifrost, as this plugin is often mistaken for being Bifrost by antivirus software". For that second example, make sure that you use whatever the name of your malware is instead of Bifrost (Bifrost is just an example, assuming you were using Bifrost).

Once your site is up and running, load up the hacker's end of the software, the "receiver" so to speak, so you can get the connections as soon as they start coming in.

Don't spend money on a domain name (like www.somesitename.com) as the service providing it to you might check out your site, and think it really IS a CP site and call the police on YOU! Don't even use a URL shrinker like tinyurl, as they may have a policy of checking the websites their links redirect to. Do NOT depend on any third party here. You don't need 3rd party services here (this also is why I suggested you use XAMPP/Appache and host it from your own computer). Going to your WAN/external IP address will work just fine to get you to the site from any other computer in the world. Go here http://www.whatismyip.com/ to find your IP address. Then go to a place that has been known for pedo's to hang out (try 4chan.org, or even better try nambla.org as they are a site specifically DESIGNED FOR pedos), and post your IP address in a link on the forum, and advertise your site this way to get people to go to your site.
8.
Now just sit back and wait for your RAT/keylogger to start flooding you with info on your hacking vics. Get as much info on them as you can, lists of their files, IP addresses, the names of their ISPs, and even take a screencap of your malware's receiving software that shows the list of vics you got (shows just how many pedos you managed to catch).

After doing this for a few days, dial 911 and report to the police you just managed to catch a couple dozen (or more) pedos with enough incriminating evidence to put them away for a LONG time.

When the police come to your house to talk to you (police tend to like to talk to the witnesses of a crime), make sure you have a USB jumpdrive with all the logs and info you got on the pedos, and hand the USB jumpdrive to the cops when they come to your house to take the witness statement from you, so they can launch their investigation with PLENTY of starting evidence. You'll be the local hero for catching LOTS of pedos.
