One freaking dollar. Even the worst freelancer won't accept that.
$1 thru paypal = 50 cents WOW what a great deal
Here is an piece of code I'm using for this you need a webbrowser- and a picturebox control.

Code
Public Sub getcaptcha()
  Dim capurl As String
  Dim inner1 As String = Form1.WebBrowser1.Document.Body.InnerHtml

  Dim inner As String = inner1
  Dim findStart As String, pulledOut As String
  findStart = "properties="
  Dim start As Integer, [end] As Integer
  start = inner.IndexOf(findStart)
  inner = inner.Remove(0, start + findStart.Length)
  [end] = inner.IndexOf("""")
  inner = inner.Remove([end], inner.Length - [end])
  pulledOut = inner
  capurl = ""
  capurl = ("http://passport.nexon.net/Registration/FormShieldHttpHandler.aspx?__formShieldID=captchaFS&generate=image&properties=") & pulledOut
  Form1.PictureBox1.ImageLocation = capurl
  Form1.Picturebox1.Show()
    End Sub

Case you need help reply in this thread

EDIT: I forgot to mention that the providers (hotmail/googlo/yahoo....) tend to change something in the capurl .... so you have to check the current one

If all you're willing to come out of pocket is $1 then you might as well just use webbrowser. Offering a developer $1 for their time/knowledge is basically spitting in their face. Very insulting. Good luck.
