If you're using skype, shut it down, start apache, then turn skype back on :)

You can change this very easily, just go to skype settings, advanced, connection and uncheck "Use port 80 and 443..".

Skype or Team Viewer might be interfering .
Run Command Prompt as Administrator
Type : netstat -b
You will see the list of programs with the ports the use.
Just end task the one's that use 80.
If this doesn't work use WAMP.

For simplicity's sake, it's easier to close a program and start another instead of changing preferences. More user friendly as well since preferences can get pretty bloated and poorly described.
