Deleted A Virus -- Browser Problems, Windows Problems.

Well HF,

For the first time in three years, my computer has been infected with a virus. I am sure it was the new Skype virus that yes, a member of Hack Forums, decided to link to me. I non-vigilantly clicked on it and it downloaded a RAR file. Enclosed with it was a EXE file that I did not click, so it did not worry me that much. I immediatlely deleted the file and continued with my every day business. This was a few days ago which was when I decided to download Avast!.

Windows Explorer:
Last night, I restarted my computer and went to bed. Avast! and Tune Up Utilities required me to restart my computer from a few days ago to make some changes. This morning, I woke up to the start up scan that I scheduled and noticed that a image file within Skype's folders was infected. I deleted it like anyone else and ignored the opportunity for my computer to scan any more files. Logging into my account took about 30-45 minutes and my computer made exactly no noise. It still is not making any noises and Windows Explorer is constantly freezing. I've been trying to run a virus scan, but I'm sure it's useless because Windows Explorer is not working for me to make changes afterwards.

Internet:
Upon opening Google Chrome (also tested on FireFox, same problems), I noticed and concluded that I can connect to any secure connection website (https://), but I cannot connect to any standard connection websites. It gives the error that 'no data was received'. Upon the third computer restart, I noticed that Skype was connected, but I was still experiencing all the other problems.

I'm sorry if this all sounds confusing to you, but I'm pretty stressed out and just want to try to fix this as soon as possible. So I'm just writing this up fast hoping for some replies. I will be willing to answer any problems. Also note, I am on my laptop right now.

Any help would be greatly appreciated,
Thanks,
James.

Same problems. Windows is a bit faster, guessing because CCleaner. Still having network problems.

Run system file checker, windows repair disk and disable any proxy settings the virus has set up. The virus has damaged certain of your system files which cause these issues.
Run a scan with Malware Bytes. CCleaner is a good cleanup tool also.
Boot into safe mode?

Reopening. I restarted my computer and the same thing happened. Can't access router panel, can't access standard connection sites (can with https:// secure connection), and strangely, Skype, msn, remote desktop, etc, still connect.

This solution should fix the Media Disconnected issue on IPCONFIG, and it should resolve the issue with you connecting to only HTTPS sites. (Please read the notepad, it shows you what to do!)

After you've done that, please restart your computer.

Another solution would be this:

Bro if u want to go really sure, then do Install Windows again, it takes 1-5 Hours and u have all and u are safe.

Please do not recommend that advice. It isn't needed at all, unless we run out of ideas.

Yeah, I will try Autism's advice here in a few. Just updating you guys, things work fine in Safe Mode with Networking. If you have any ideas.

Update : Autism's method actually fucked it all up. No third party applications are working now.

Update : I have went in and corrected the issues from Autism's advice, and now we're back to the way it was before in the OP.

Update : Figured out the problem, Avast! disabled = Everything working. Maybe a firewall or something..

Closing again.
