I've added an opacity effect, just for fun 😁
- For the release, I'm using 3 different popups, one big, one small, and one in French 🙂
- For the tut, I will use the small english popup only.

when the button is clicked,
If the form2 is not visible, then the text of the button is changed to "Close notification", and the form2 is visible.
If the form2 location is "poped" (Screen.PrimaryScreen.WorkingArea.Height - Form2.Height) , then the text of the button is changed to "Show notification", and the form2 is visible.
3- Now, create the popup form, right-click to your project, in the solution explorer at the rght of visual studio, and add a new windows form, called Form2.vb
In this form, add what ever you whant, but for the tut, we'll add the Avast antivirus popup image in the background of the form, and resize the form at the image size :

4- We have the Form2 with the avast popup design, but how to place it at the right bottom of the screen ?
We'll place it at the widht of the screen - the form2 widht.
The code will be :
C+P it in the load event of the Form2.
(Or write it yourself, beter for understand and learn.)
5- The form is now placed correctly, we have to add the scroll effect :
Not very difficult, we add a timer that is always enabled (interval = 1), and when the variable called action = "up", then the form scroll up, and when the variable action = "down", then the form scroll down and close.
Don't miss to set the opacity of the form to 0%, it's form the fadein/fadeout effect 🙂
Here is the code to add in the timer event :
I've added some comments for understand.

and add this to the click event :
