Edit: Solved!
Thank you to all who helped me.
In the end, a combination of the solutions below, and one I found via google has fixed the problem!
Here was my fix;
http://answers.microsoft.com/en-us/windo...3314488dae
In Registry Editor, browse to the key HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\SharedAccess
Right click SharedAccess, and click Permissions.
Click Add.
In the “Enter the object names to select” field, type “NT SERVICE\mpssvc”. Then click Check Names. The name should change to MpsSvc
Click OK.
Select Full Control in the Allow column.
Click OK.
Have you checked your system log for more clues?

Yes. Of course it has... I just noticed it turned off as of recently.

Yes, I've looked. This is there from February 16th (today) I don't know why it would say it started successfully though, it isn't working.

That depends on how many logs to have, how old is the installation etc. You need to filter logs and leave only firewall related.

Thanks. I've got some stuff to do right now, but I've looked at it. I'll give it a shot in a bit and post back with results.

Glad this problem was solved, I love seeing members help one another.
just 1 question . when you enable window firewall . you use another firewalls ( like comodo or an internet security av)? because is not good to run 2 firewalls or avs in the same computer. also i don't think firewall provided by windows is a strong firewall. so comodo or firewall integrated with bitdefender total security i a good choise.

No. I don't run any other firewalls. I use AVG and Malwarebytes. I know windows fire wall isn't very good security, however it does help, and I recently noticed the problem so I though I'd fix it.
