Yeah. I'd remove some forums / hide them with only ~30 members. Making more forums then there are members is a bad way to start a forum. You want to enclose the forum amount so you pack all the activity into a generally small place - making more posts, and activity arise. When there's more of a demand for it, I'd add more forums, but until then...

the biggest mistake the owner made was choosing mybb 1.8 its not even released and is extremely buggy still and has many vulnerability's.
