A similar effect can be achieved by using the "Cut Out" filter in Photoshop. Good luck!

Otherwise you can pen tool over it in Photoshop and fill the path with the colours.

if you've got illustrator and quick and nasty way to do it is just use live trace with 3-4 colours on a grey scale image

takes about 10 secs
