VPN provides privacy not anonymity Tor provides anonymity ?

In terms of technologies that you can use to help ensure that you maintain good OPSEC, on the subject of VPN vs. TOR, a lot of people seem to have thought that VPNs provide anonymity; that’s not the case. VPNs provide privacy, TOR provides anonymity, so the difference is: privacy protects your data, anonymity protects you. Therefore if you are using a VPN service, you have to make sure that you’ve gone through TOR first, otherwise that VPN is simply a link from the end point to yourself. So, TOR to VPN – ok; VPN to TOR – go to jail.

If VPN provides privacy not anonymity then why do people use VPN for hacking over Tor ?
How to use TOR to VPN as the author says?
VPN is usually faster and more stable. There are also down sides to Tor too, but technically it suppose to supply anonymity (3 hops) while VPN isn't (1 hop). I guess people prefer to use VPN because it's easier (fast, stable) and there is anonymity illusion over the service.

You run Tor first and then define it as the proxy in your OpenVPN client (Right click -> Settings).
There is normally honeypots on Tor.

That's I use my VPN>Tor.

You should try it, although its hard to get it to work with OpenVPN.
