Whenever I run a program I get errors messages. I can't even run MalwareBytes or SuperAntiSpyware without getting these messages. I'm sure I'm getting ratted, because I'm the only person on my computer and it's asking for admin. I'm for sure I'm the admin this didn't happen before.
SuperAntiSpyware: Your system administrator has blocked this program. For more information, contact your system administrator.
MalwareBytes: ShellExecuteEx failed; code 1260. This program is blocked by group policy. For more information, contact your system administrator.
What do I do if I can't install anything, I can't reformat my computer because I have so much stuff on it.
I also have weird startup programs but it won't let me disable them.

OP:
I can tell by the information you've given me that you're
in a very sticky situation here. First let's try on recovering
your Administration rights.
Administration rights
Can you try on booting onto safe mode without
these error messages appear? If not then run a scan
with Superantispyware via safe mode. (Do not run
malwarebytes in safe mode, as it wasn't made to do so)
If you can get Superantispyware to run then great and delete
anything that it detects. If Superantispyware didn't run successfully,
go ahead and run a system restore restoring to an earlier
point in time.
OP, get back to me if these steps have worked. if they haven't
I'd best advice you to Reformat/reinstall your windows
Receiving help from MRT would be no good since you cannot run
any of those programs, so it'll be best to reformat.
Take care & keep me informed.

For the OP: Check out this little guide I created on how to gain your administrative rights back with the built in Administrator account - there are also few possibilities (if its been deleted, you can re-enable it with the guide) so be creative, and each of those processes you labeled are deemed safe by me because I have those on my startup, and I know I am not RAT'd. OP, your simply using a standard privileged user account.
Since you would like to gain administrator access to your computer's system, I will demonstrate how to procure it within this reply:
You will learn how to ethically breach a Windows machine's password, and ensure that this is only ethically used. The Offline NT Password & Registry Editor can delete any password from nearly any installation of Windows almost instantly. No installation in Windows is required making this program an easy alternative to many other password recovery tools. The Offline NT Password & Registry Editor simply deletes passwords instead of displaying them making it fast and easy to use. The Offline NT Password & Registry Editor is completely free to download and use. It can reset Windows 8 passwords (local accounts only, not Microsoft accounts), resets Windows 7, Windows Vista, and Windows XP passwords. The Offline NT Password & Registry Editor will also remove passwords from 64-bit versions of Windows. 😉 👍
◢◤ Pros
◢◤Very fast password cracking tool
◢◤No access to Windows or knowledge of old passwords is needed
◢◤Program is completely free and open source, which means it will likely stay free
◢◤Works with Windows 8 (local passwords only), Windows 7, ◢◤Windows Vista, & Windows XP
◢◤Program's ISO image is much smaller than those of other password recovery tools
◤◢Cons
◢◤Offline NT Password tool is completely text based which is a little inconvenient
◢◤ISO image must be burned to a CD before passwords can be reset
Requirements:
- Only use for ethical purposes.
- A CD/DVD absolutely blank.
- A CD/DVD drive.
- A computer.
Perfect, this is the last note before we get crackilacking, IMO this is the greatest password cracker since it has a %100 success rate. Now lets get started using the Windows Offline NT Password & Registry Editor. and penetrate test into your windows machine.

❶
Visit this site to download the compressed .ISO and extract it for burning on to your CD/DVD.
❷ Insert the CD/DVD into your Optical Drive. Extract the file to some place remembered, then right click our .ISO and select the option "Burn to Disc" or you may use your own disc burning utility. Proceed entirely with burning the image on to the disc.

❸ Go to the computer you need access to. Turn the computer on. Open the Optical Drive, insert the CD inside, and close the optical drive; if done fast enough, you can access the boot menu and kick the Linux operating system quickly. If not, restart the computer at the logon screen.
❹ Await for this screen to show itself, then press enter. You will see a series of code.

◢◤ Series of code starting up.

◢◤ Now press enter once more.

Select Enter to accept the default choice of 1, (Password reset [sam system security].)
❺ Select the enter button to target the Administrator's password by default, alternatively enter in the name of the user you want to affect.
◢◤ Next, type 1 for Clear (blank) user password and then press the enter key.
◢◤ Then you will be prompted to type ! as an option, type the exclamation mark.

◢◤ You will be prompted to quit the editor by entering q, then press enter.
◢◤ Finally, type y and then press enter. You should see that it says down below "EDIT COMPLETE".

❻ Press CTRL + ALT + DELETE at the same time to reboot your system (you may have to multiple times if the kernel does not catch the keys your sending till it detects the keystrokes) and you now have access to an Administrator account with no password, or another specified account as deemed optional above.
Joys to all. Enjoy your own access to the new windows machine, I hope this was a nice tutorial and easy to read. Comment if you have any ideas or suggestions on formatting my tutorial. Thank you.

Post back with results, good sir. 🤝
For Chief: Reformatting is not necessary at all here 🙃 ; in fact recovering administrative privileges is, and we can do this by booting into a terminal GUI linux distro. 🤝

Take care & keep me informed. Won't let me boot into safe mode, tried tapping F8 repeatedly and nothing happens. Think it deleted my safe mode.

Dear OP: Safe Mode does not get "deleted". And you clearly have not read my post about gaining administrative rights. Attempt the instructions in my post first OP, then post back. You can set Safe Mode to load by default under msconfig.exe if you really need safe mode, which you do not. Read my post again.
Post back results, with computer love, GT.

Be sure to read the steps carefully.
If nothing good doesn't come out then
you might be more successful on reinstall
/reformatting your computer system.

Do not run Combofix. You probably Fucked up
your PC even more attempting to run such
High powered tool. If I were you I'd reformate/re
install your computer.

OP:
It sounds like your HDD might have given up; if it can't seek then Windows can't page (or potentially page) which signals the OS to freeze and 'stop time' until the storage subsystem (your HDD) starts working again.

Just saying but bad hard drive, good hard drive - You should still be able to boot up a disk. Such as a live disk (example being uBuntu or the Rescue Disks out there). Either way, the methods and items on this are a bit chaotic and I'd hate to jump into this in the middle... So the only thing I'll say from here is to look further into booting to CD/DVD's and running the Recovery Disk option first.
Happened to me before couldn't fix it, had access to NOTHING AT ALL! so i re-installed windows with my windows disc.

If you have read the OP's replies.
He clearly states he cannot reformat
even though he has the Windows installation
disc. This is something more severe then what
you had.
Take care.
