I've said what it does in the title lol
It can work as a basic downloader, but the intended use is to update your files.
So what you would do is this (In the command prompt, or a batch file):

updater update <fileToDownload> <whereToPlaceDownloadedFile> <openDownloadedFileWhenFinished:0/1>
