Firewall IP Blocking Question Help

Is there any program that would allow me to alter my network so a specific IP range or address
could connect to me but I would be blocked to connect to it.
I know there is software that would allow me to connect to them but block them from connecting
but I want the opposite is that possible.
Please reply thanks
If you use Comodo you can create rules that will only allow incoming connections?

Configure your Windows Firewall by adding these rules.
Fiat justitia ruat cælum

My era of providing technical support and malware removal on HackForums is over, so you can stop PM'ing me about it. Sorry.
you can also edit the host file
so for example 127.0.0.1 google.com
will block you from connecting to google
google can still connect to you thought but will not maintain a connection because your computer will bascily say fuck off (in computer terms that is)
