So for example - would eBay feedback trading be considered eBay fraud and would it then be DBH on HF?

I saw a few myself. I didn't even know you can exchange feedback with out purchasing something on ebay. I would think it's not allowed

These are the only two rules regarding Ebay, feedback exchanging would fall in between.
It's not allowed.

Amazon/Ebay Account Trading
Any buying, selling, or trading of Ebay/Amazon accounts is not allowed due to the fact that these accounts have credit cards and personal information attached.

Ebay Partnerships
We no longer allow partnership offers concerning Ebay accounts. They're being used to commit fraud. And as such we've disallowed the activity here.

Just to quickly add to Morchid's point in case there is any confusion, ebay fraud would also fall under Financial Fraud which would be considered Disallowed BlackHat Activity.
