The RuneScape thing is impossible since all their valuable information is stored on the server's side. In other words, you have absolutely no access to it just as a player.

I'll look into the silverlight thing but I don't know much about silverlight.

I dont know if this is possible but what about something where you can bypass the authentication for wifi networks. (you are already connected but need to use a username and password)

Do you mean runescape bank pin logger?
In that case, it's not possible since it will be locked.
Password logger? Don't think it's possible either since you can only try few password / a minute or so.
If it's ip based then you might if you have a lot of proxies and some kind of bot which changes it always after a while.
